The Hidden Struggle: Challenges and Barriers Homeless People Face – No ID

People experiencing homelessness often become invisible to society. While basic needs like food and shelter are evident, other critical needs frequently go unnoticed. One significant challenge they face is obtaining an ID, a seemingly simple task that can be an overwhelming barrier for homeless individuals.

Accessing essential services such as healthcare, housing, employment, and social benefits is nearly impossible without proper identification. To obtain an ID, individuals need supporting documents such as a birth certificate or Social Security card—documents that homeless individuals often lack due to loss, theft, or never having possessed them. Replacing these documents is complex and costly and often requires an ID to begin with, creating a frustrating catch-22. 

As a community outreach effort, the Secretary of State and City Clerk offices collaborate with the Community Resource Center to help homeless individuals acquire these vital documents. So far this year, 116 individuals have received birth certificates and ID cards through this initiative. Homelessness goes beyond a lack of housing; it represents a profound loss of personal identity. Ensuring access to identification is critical to restoring their dignity and providing the support they need to help rebuild their lives. Jack shared his story, “I’ve been homeless for over a year. Today, I finally have my ID, and it feels like a new beginning. Now I can apply for housing and hopefully find a place to live.”
